Congress authorizes each program individually, with designs marking significant American milestones and anniversaries. Notable issues include the 1986 Statue of Liberty centennial, 1991 Mount Rushmore Golden Anniversary, and 1993 Bill of Rights. These coins are struck in either copper-nickel clad or 90% silver composition, depending on the authorizing legislation. Half dollar commemoratives frequently serve as the entry-level denomination in multi-coin programs that also include silver dollars and five-dollar gold coins.
