Submitted by Tanner Scott under Wexler Variety ID 2023-P 25¢ ER WWHO-001, this Philadelphia Eleanor Roosevelt quarter displays a Working Working Hub Obverse variety with strong northeast doubling on the eyelid. A WWHO differs from a standard doubled die because the doubling originates at the working hub level rather than the working die, meaning the same image can appear across multiple dies produced from that hub. Die markers on both sides will therefore vary among affected working dies. WWHO-002 from the same hub lineage is known on 2023-P Edith Kanaka'ole and Roosevelt quarters, indicating the hub issue extended across multiple designs. This listing is tentative pending further research into the 2022-2023 master die and working hub production issues. The eyelid doubling shows a distinct secondary image displaced to the northeast, visible under moderate magnification on Eleanor Roosevelt's portrait.
