Crawford for the Wexler Files, the 1940 Washington quarter WDDO-003 shows a clockwise spread from a pivot point at approximately the two o'clock position, affecting IN GOD WE TRUST. This rotational doubling pattern indicates the hub turned slightly during one of the impression cycles, with the pivot point determining where the spread is minimal and where it grows most pronounced. Die markers on the obverse include a die scratch running parallel to the rim above the letters in LIBERTY and a die scratch running northwest-to-southeast between the upper B and E in LIBERTY. No significant reverse markers have been noted. Cross-referenced as CONECA 4-O-V and cataloged under the Wexler designation 1940 25¢ WDDO-003, this variety places hub doubling on John Flanagan's Washington quarter obverse during the pre-war era when the silver quarter was a workhorse denomination in everyday commerce. The clockwise pivot at two o'clock means the greatest spread appears roughly opposite the pivot, in the lower left quadrant of the die, where IN GOD WE TRUST registers the displacement most clearly.
