Closing the documented Fort Moultrie doubled die reverse sequence at Wexler Variety ID 2016-P 25¢ SC WDDR-004, this fourth DDR variety extends the catalog to four confirmed reverse die doublings for this ATB issue. Sullivan's Island, where Fort Moultrie stands at the entrance to Charleston Harbor, has been a strategic military position since the colonial era, and the quarter's reverse captures the fort's low-profile rampart architecture. The production of four distinct DDR working dies reflects standard die manufacturing variance at Philadelphia — each die undergoes multiple hubbing cycles to build full design relief, and any shift between impressions produces doubling. Higher WDDR numbers do not necessarily correlate with rarity or desirability. WDDR-004 may exhibit doubling in entirely different reverse zones than the three preceding entries, as each die's hub misalignment follows its own geometry. The ATB program concluded in 2021 after producing quarters for all fifty states, five territories, and the District of Columbia.
