The obverse features James Madison studying the Bill of Rights, with thirteen stars along the right edge, while the reverse displays an eagle holding a scroll with 'Bill of Rights' below, a Madison quote about equal laws, and a torch of freedom and laurel branch. Designed by Scott R. Blazek/Joseph D. Pena. Struck in 90% gold, 10% copper, weighing 8.36 grams, 21.6 mm in diameter, with a reeded edge.
