The "strong" classification and comprehensive scope — affecting all peripheral legends and design features — indicate a substantial hub doubling event where the secondary impression displaced the entire outer ring of reverse detail. This broad-coverage pattern is characteristic of a hub that shifted uniformly, creating widened strokes across UNITED STATES OF AMERICA, ONE DIME, E PLURIBUS UNUM, and the torch, olive branch, and oak branch simultaneously.
